Directs overall administration of the Illinois State Library at the direction of the Secretary of State, who serves as the State Librarian. Directs activity of the Illinois Library and Information Network (ILLINET). Oversees and interacts with the nine Regional Library Systems, Chicago Public Library and other library organizations.

Administrative Services include:

• General oversight of the library and its programs
• Library accounting
• Contract and grant administration
• Communications and publications
• Review legislation affecting the State Library
• Oversee adoption of administrative rules for the State Library
• Oversee personnel and procurement
