Adult Literacy Grant Volunteer Reviewer Illinois State Library
Applications to nominate volunteer grant reviewers for the Adult Literacy Grant Program Volunteer Committee, in accordance with 23 Ill. Adm. Code 3035.230, are due each year by December 15. Please note that last years' reviewers must complete a new application.
The Adult Literacy Grant Program is composed of the grant programs listed below. To avoid conflict of interest, you cannot be a reviewer if your agency is applying for an adult literacy grant.
All volunteer reviewers are required, prior to the start of the grant review process, to complete and submit the following forms:
- Conflict of Interest Form
- Ethics Certification Form
- Open Meetings Act Certification (Illinois Attorney General's website)
- Instructions for Completing Fillable PDF Forms
If chosen, you will review each grant application on its own merit and you will hold all applications and comments confidential. Literacy staff from the State Library will direct you through the reviewing process in mid-February. Volunteer reviewers will independently read, score and write comments about applications using the published rubric. We estimate that 35 applications will be evaluated by each reviewer during a seven-week period.
A volunteer review committee meeting may take place in the Spring using in-person meetings and video conferencing. Following that meeting, the volunteer grant reviewers' recommendations and comments will be compiled and shared with the Literacy Advisory Board whose members will make recommendations to the Secretary of State and State Librarian Jesse White.
Meetings of the volunteer reviewers will be subject to the Open Meetings Act [5 ILCS 120/]. Volunteer reviewers are not compensated. Volunteer reviewers are reimbursed according to State of Illinois travel regulations and rates for a hotel and per diem session in Springfield or at various video conference sites throughout the state.
If you are interested in serving as a member of the review committee, please compose a brief letter of application. In your letter, please provide your name, address, email, phone and fax numbers. Also provide the name and address of your employer; indicating whether it is a library, community based organization or another type of organization. Briefly explain why you are interested in serving the State Library by reviewing the adult literacy grant applications. Please be specific in explaining your knowledge of adult literacy.
