The State Scholarship Commission was created by the General Assembly in 1957. It was made up of one member representing a state institution of higher education, one member representing a private institution of higher education, one member representing a public high school, and four members interested in higher education but not affiliated with any particular institution. All were appointed by the Governor. The commission principally was responsible for awarding state funded scholarships for tuition at in-state public or private institutions of higher education to deserving resident students who demonstrated academic merit and financial need. Two such scholarships were awarded to individuals in each Senate and House district. Statewide at-large scholarships were awarded to a like number of recipients (L. 1957, p. 857). A law passed in 1965 authorized the commission to guarantee loans to state residents attending or planning to attend institutions of higher education (L. 1965, p. 1619). The commission was expanded in 1979 to include a student attending an institution of higher education and an additional unaffiliated member (P.A. 81-1045, p. 3953).

Sections include definitions, application procedures, payout note, deferment agreement, notice of transfer of existing loans, interest benefits, defaults, other financial aid services, approved educational institutions, and participating lending institutions.
