In 1839 the General Assembly incorporated the Illinois Asylum for the Education of the Deaf and Dumb and provided it with a partial subsidy from the School, College, and Seminary Fund (L. 1839, p. 162). The asylum was established in Jacksonville and all educable deaf and dumb individuals in the state were admitted without charge. They were required, however, to pay clothing, travel, and incidental expenses. The General Assembly further provided in 1857 that indigent pupils were to be supported by their respective counties (L. 1857, p. 84).
The institution was privately governed by a twenty-member board of directors until the state assumed full control in 1849. At that time the asylum became the Illinois Institution for the Education of the Deaf and Dumb and a new twelve-member board of directors, appointed by the Governor, was established (L. 1849, p. 93). The institution had its own hospital and operated a farm, printing office, and cabinet and shoe shops. Pupils lived at the institution during the academic year and returned to their homes during the summer.
In 1865 the General Assembly additionally instructed the board of directors to establish an Experimental School for the Instruction and Training of Idiots and Feeble-Minded Children (L. 1865, p. 417). This responsibility ended in 1871 with the permanent establishment in Lincoln of the Illinois Asylum for the Education of Feeble-Minded Children, RG 254.000.
The board of directors was reduced to three members in 1869 and a newly created Board of State Commissioners of Public Charities was given investigative authority over the institution (L. 1869, p. 63). In 1903 its name changed again to the Illinois School for the Deaf. The Board of State Commissioners of Public Charities and the directors of all state charitable institutions were abolished in 1909 and administrative and executive control passed to the newly created Board of Administration (L. 1909, p. 102). The school was transferred to the Department of Public Welfare in 1917 (L. 1917, p. 2), the Department of Mental Health in 1961 (L. 1961, p. 2666), and the Department of Children and Family Services in 1963 (L. 1963, p. 1061).

Minutes of irregularly held meetings of the board of directors concern examination and approval of financial expenditures (i.e., architect's estimates, steward's vouchers, lists of wants), construction plans, purchase of institutional supplies, appointment of officers, employee salaries and resignations, and the establishment of an Experimental School for the Instruction and Training of Idiots and Feeble-Minded Children. Board minutes also include reports from the Committee on Building Plans and the Prudential Committee.

Case file for each child admitted to the school includes: admission application; correspondence concerning child's enrollment, activities, and progress while at the school; report cards; achievement test scores; and results of medical and psychological examinations.
Admission application for each child includes: child's name and name used at home; birth date and birthplace; race; height; weight; any peculiarities of appearance; year of arrival in the United States, if of foreign birth; age at which deafness occurred and cause; degree of deafness; description of any efforts to cure deafness; whether child ever attended school or was employed; questions on child's mental and physical condition, motor skills, and ability to utter intelligible words, read and write, and dress her or himself.
Forms also contain information on child's family including: father's name and occupation, if living; mother's name, if living; parents' birthplaces and nationalities; consanguinity of parents; whether or not either parent deaf; names of any deaf relatives; names and birth dates of any deaf siblings; and religious affiliation of parents. For 1902-1925 applications also include paternal grandmother's maiden name, paternal grandfather's name, mother's maiden name, and parent's average income. Forms occasionally are accompanied by copies of court orders concerning custody of a child.

Register entries for each pupil include pupil's name, age, and birthplace; number and date of admission; name and address of correspondent; cause of pupil's deafness; and remarks on pupil's family background, physical problems, and subsequent marriage or death. Beginning 1880 register entries include pupil's address; father's name, occupation, and nationality; mother's maiden name and nationality; and age at which pupil's deafness occurred. Date of speech loss and number of brothers and sisters are given only for 1880-1896. Beginning 1896 entries expand to include maternal grandmother's maiden name, nationality and religious affiliation of parents, dates and places of any hearing tests, description of any eye or ear treatments, name of attending physician and results of any treatments, description of any other diseases pupil had or vaccinations received, and name of school attended or type of instruction received prior to admission. Variously included are questions concerning pupil's ability to understand by lip movements or by hearing, deafness in the family, consanguinity of parents and grandparents, names of any relatives suffering from ear ailments, and the physical, mental, or moral peculiarities of the pupil.
