Under all of the state's constitutions the
Lieutenant Governor has been the first official
in the line of succession to the Office of
Governor in case that office becomes vacant
because of death, impeachment, or some other
cause. The Lieutenant Governor also served
as chief presiding officer of the Senate
until the Constitution of 1970 removed that
responsibility.

GEORGE H. RYAN ADMINISTRATIVE FILES.
1981-1989. 2 cu. ft. and 33 video and 6 sound
tapes. No index.
Files primarily concern the Senior Legislative
Forum, an organization administered by the
Lieutenant Governor's office. The forum was
a statewide group of volunteers whose purpose
was to obtain local input on the needs of
senior citizens and advise the Lieutenant
Governor of their findings. The Lieutenant
Governor in turn was to make appropriate
recommendations concerning legislation and
administrative policy to the Governor. Forum
files include executive committee minutes,
annual reports, monthly activity reports,
membership lists, biographies of officers,
copies of its constitution and bylaws, newsletters,
newspaper clippings, and related correspondence
and memoranda. Subjects include such topics
as transportation needs, crime against the
elderly, abuse of seniors, state and federal
funding, nutrition programs, the process
of aging, tax reform, long-term care, alcoholism
and substance abuse, and a senior action
hot line.
Also included are staff working papers, reports,
publications, photographs, and press releases
concerning trade and export development,
substance abuse, employee owned and small
businesses, rural Illinois, a possible new
state constitutional convention, and minutes
of the Governor's Task Force on the Future
of Rural Illinois (1986) and of the Abandoned
Mined Lands Reclamation Council (1986-1989).
Video and audio tapes consist of public announcements
and promotional spots issued by the Lieutenant
Governor's office.
